This Tutorial written by me. I did it with PSPX2 but it might work with other versions, too.

You need Supplies

1 Tube of choice

WSL_Mask299. Can you download here

PTU Scrap "American Proud" by Sky Scraps. Can you purchase here 

I used the beautiful Tube by Elias Chatzoudis. You must purchase a licence to use his art which can be done here

Let's begin!

1.

Open a new Raster Layer 700x600 px. - Flood fill with white

2.

Selection - Select all 

Layers - new Raster Layer 

Open a paper of your Choice - copy and paste into Selection

Selections - Select none

3.

Layers - Load/Save Mask - Load Mask from Disk

Search Mask WSL_Mask299 - OK

DropShadow of your choice

4.

Open SkyScraps-American-Frame2 - resize to 85% - copy and paste as new Layer

DropShadow of your choice

5.

Select the magic wand and click in the middle of the frame

Selections - Modify - Expand by 10

Open a paper of your choice - copy and paste as new Layer

Selections - invert - delete

Selections - Select none

move it under the frame

6.

Open your tube - copy and paste as new Layer - Resize if necessary

move it under the frame

DropShadows of your choice

Select the Select Tool - Draw a rectangular selection around the part, which is to be over the framework

Selections - Promote Selection to Layer

Activate to the Original Tube Layer - delete

Selections - Select none

The convert Layer move to the top

Activate the mask layer

Open SkyScraps-American-Deco9 - resize to 85% - copy and paste as new Layer

move it above to the left site

DropShadow of your choice

Duplicate - Image - Mirror - Image - Flip

Open SkyScraps-American-Deco10 - resize to 67% - copy and paste as new Layer

move it so as mine

DropShadow of your choice

Duplicate - Image - Flip

Activate the first Layer

Open SkyScraps-American-Feuillage4 - resize to 70% - copy and paste as new Layer

move it to left site on the frame

Open SkyScraps-American-Feuillage2 - resize to 65% - copy and paste as new Layer

move it on the Feuillage4

DropShadow of your choice

Open SkyScraps-American-ribbon3 - resize to 50% - copy and paste as new Layer

move it below on the frame

DropShadow of your choice

Open SkyScraps-American-Flower6 - resize to 45% - copy and paste as new Layer

move it below to the right site on the frame

Open SkyScraps-American-Flower4 - resize to 40% - copy and paste as new Layer

move it on the Flower 6

Open SkyScraps-American-AmericanProud - resize to 55% - copy and paste as new Layer

move it below in the middle on the frame

DropShadow of your choice

If you want you can write your name or a text on the tag! Add your watermark and copyright information! Merge all and resize if needed!
