You need this Supplies

Font of your choice

Let's begin!

1.

Open a new Image 700x700px

2.

Open a paper of your choice - copy and paste as new layer

3.

Layers - Load/Save Mask - Load Mask from Disk - Mask of your choice

Add Drop Shadow

4.

Open Frame 2 - copy and paste as new layer

Add Drop Shadow

click in the middle from the frame
Selections - Modify - Expand by 15
Open a paper of your choice - copy and paste as new layer
Selections - Invert - Press delete key
move the paper under the frame
Select none

5.

Open Explosion 2 - copy and paste as new layer

resize how you like it

move over the maSk and to above the frame

Add Drop Shadow

Duplicate - Image - Flip

6.

Open Fireworks 3 - copy and paste as new layer

resize how you like it

Add Drop Shadow

move it on the frame to the right site

7.

Open Star 2 - copy and paste as new layer

resize how you like it

Add Drop Shadow

move it on the frane to the left site

8.

Open Girl With Flag - copy and paste as new layer

resize how you like it

Add Drop Shadow

move it next to Star 2

9.

Open the Elements of your choice, resize and paste in your tag and add Drop Shadow 

Balloon 2

Balloon 3

Hat 3

Rocket 3
Wordart 2

Add your watermark and the credits if necessary.

That's it!!!
