This Tutorial written by me. I did it with PSPX5 but it might work with other versions, too.

You need this Supplies

  Tube of your Choice - My Tube is from Arthur Crowe 

Can you purchase Arthur Crowe Factory

Mask of your choice
Font of your choice

Let's begin!

1.

Open a new Image 600x600px
2.

Selections - Select all

Open a paper of your choice - copy and paste into Selections

Select none

3.

Layers - Load/Save Mask - Load Mask from Disk - Mask of your choice

Open FRAME1 - copy and paste as new layer

resize if necessary

Add Drop Shadow

click with the magic wand in the middle of the frame

Selections - Modify - Expand by 10-15

Open a paper of your choice - copy and paste as new layer

Invert - Press delete Key

Selections - Invert

Open your Close-Up Tube - copy and paste as new layer

Selections - Invert - Press delete Key

Select none

5.

Open the Elements of your choice, resize and paste in your tag and add Drop Shadow

WIREFENCE

6.

Open your tube - copy and paste as new layerr

resize if necessary

Move how you like it

Add Drop Shadow

Add your watermark and the credits if necessary.
