Open a new Raster Layer 600x600px - Flood fill with white

2.

Layers - new Raster Layer

Selections - Select all

Open a Paper of your Choice - copy and paste into the Selection

Selections - Select none

Layers - Load/Save Mask - Load Mask from Disk

WSL_Mask167 - Load

Layers - Merge - Merge Group

Drop Shadow of your Choice

Open frame7_bc_romance - copy and paste as new Layer

Drop Shadow of your Choice

Activate the magic wand and click in the middle of the frame

Selections - Modify - Expand by 20

Open your Tube or Image - Aktivate the Selections Tool - Draw a rectangular selection around the part, which is under the framework - copy and paste as new Layer

Selections - invert - delete

Selections - Select none

Arrange it under the frame

Activate the Mask Layer

Open flower1_bc_romance - resize to 85% - copy and paste as new Layer

Arrange it so as mine

Drop Shadow of your Choice

Duplicate - Image - Mirror

Open leave2_bc_romance - resize to 65% - copy and paste as new Layer

Arrange it so as mine

Duplicate - Image - Mirror

Activate the Frame Layer

Open deco3_bc_romance - copy and paste as new Layer

Arrange it down to the frame

Drop Shadow of your Choice

Open leave4_bc_romance - resize to 65% - Image - free rotate - left - 15,00 - copy and paste as new Layer

Arrange it right on the frame

Drop Shadow of your Choice

Open ribbon2_bc_romance - resize to 35% - copy and paste as new Layer

Arrange it on the leave4

Open flower2_bc_romance - resize to 55% - copy and paste as new Layer

Arrange it on the ribbon2

Open wordart2_bc_romance - copy and paste as new Layer

Arrange it to the top of the image

Open deco6_bc_romance - resize to 45% - copy and paste as new Layer

Arrange it to the left at the top of the frame

Open deco8_bc_romance - resize to 65% - copy and paste as new Layer

Arrange it to the left on the frame

Drop Shadow of your Choice

If you want you can write your name or a text on the tag! Add your watermark and copyright information! Merge all and resize if needed!
